Ive looked into it a bit more and the PG/CPU penalty on SHAV's is much higher then the fitting cost of 2 small basic turrets on a regular HAV. So to let me get this stright:
-HAV>SHAV in all situations.
Yes im aware of it that 2 small turrets are actually "fitted" on SHAV but i used protofits (the site not the tank fit) and i cannot even remotely fit a SHAV as good as i can fit my regular HAV. Cause in the end if you want to save PG+CPU you just fit basic small turrets and call it a day. To make my point just compare the armor tanks at STD lvl:
Madrugar G-I PG= 2440 CPU= 810
Madruk G-I PG= 2074 CPU= 689
fitting cost for a basic small railgun: 99 PG 66 CPU
That X2= 198 PG and 132 CPU
In reality a normal HAV has a fitting capability of about 2242 PG and 678CPU
So once the SHAV actually gets fixed it has a amazing "fitting advantage" of +11CPU and -168PG. The PG part is critical cause armor tanks need mainly PG for their armor modules and the large blaster turret. So overall its more like a gimped vehicle.

That was worked out on patch day tbh but don't expect anything to actually change
Still waiting for the regulator and that other useless dispersion module to work and be put in the proper slot

yea rattati was told we would flat out abuse the higher fitting on the normal HAV's by using small turrets to increase fitting. I do it and im not sorry. solo HAV's are useless as INTENDED |

I'm willing to pay that fitting cost to not have blues in my vehicles at times.
Because almost every time I get a blue that wants to 'stay' in my tank, it's some ****ing idiot who spawned in with a sniper fit that wants to be in the tank FOREVER and won't get out when I want to recall it.

So what I'm getting from what you're saying is that swapping to different small turrets from the pre-fit ones frees up some additional resources due to a difference in fitting cost between small turrets?
Given the nature of the whole thing, I don't really see how this can be avoided completely. However one thing we could take a look at is giving the HAV a large fitting reduction for small turrets, and then scale back the resources accordingly. So say 75% PG/CPU cost reduction on the MBT for small turrets, that means the additional resources the MBT would have would be only 25% the amount the small turrets cost. At that point swapping to a 'cheaper' turret would free up 25% the amount we're currently seeing. Not a total fix but it would diminish the effect you're describing.
Or we could just get a proper locking system and remove SHAVs altogether

The bugged turrets are militia blasters not basic railguns
And if you're a true solo tanker then surely you'll have no points in small turrets to be able to fit basic

With max optimization skills in everything I use ( small rails for one), I find this to be quite true. Unless the Shav matches a multiman tank exactly in PG/CPU, assuming basic rails and max optimization, I find this to be rather true. Why not just optimize your smalls, and use them to squeeze out even more PG/CPU to fit better modules.
Just do away with the SHAV, I don't mind having to put smalls on my tanks (basic ones), as long as I don't have to sacrifice my "tank" portion of my tank to do it.

The SHAV only exists as an olive branch to players who don't want to share. Period. End. Stop.
They are intended to be able to fit the same turrets, devensive and utility mods as a standard small turret tank.
The screaming started when it was revealed that the resources that would normally be allocated to the small turrets would simply be removed Rather than allocated to allow more powerful defensive fits.
It is intended that in a straight fight between an SHAV and a HAV, the teamwork-oriented HAV will have the advantage by dint of additional firepower.
every single complaint about the design is that they cannot match the teamwork tank if you eliminate the small turret glitch.
