Every so often up in space a pvp ship blows up, control towers get wiped out, a hauler gets ganked in Jita, Niarja, or in Uedama, a Titan has been obliterated, a poor SOB lost his Nyx to a Drifter, or a fellow pilot waiting over a FW district gets ambushed by roaming pirates and loses his ship. Eventually this creates a lot of junk flying through space and one way or the other that junk will find its way towards the planets that are pulling them in.
This reminds of of what happened some time ago during the attack on Caldari Prime when a Titan-class Leviathan known as the Shiigeru was destroyed after suffering heavy damage from the Federation Navy fleet and then crashing onto the surface of the planet. Debris can be seen falling through the skies with the view of the downed Leviathan out in the distance as Dust Mercenaries enjoy a beautiful view of its destruction.
I believe that it's possible for CCP to implement actual falling debris that lands randomly on any point of the map (including on top of structures) using the OMS function we have today. And considering that you have the base models already built into the game for the debris, all one would have to do is replace the installation models with debris models, give them some splash damage upon landing, and take away the AI. I think this is simple enough to at least experiment and see how this will impact gameplay especially as a work around for dealing with those pesky rooftop campers.

Installations can only fall onto pre-designated mini-sockets.
Which was an absolutely stupid decision that has resulted in nothing but technical debt. CCP knew from the start they wanted players to be able to drop their own and that programming choice directly contradicts it.
Alas what it means for your hypothetical game mode is that debris would always fall into the same spot, every time. Is that really something you still want?

Just have a "WB strike" pick a random place not in a redline and have that happen semi-regularly, then change it graphically if needed.
