How do you know I'm there?
I sneak up on a tank, stealthy as Sam Fisher. Stealthy as Solid Snake. Stealthy as their cloned son after they go homo for each other and move to California to get married. Totally invisible. Then I whip out my love waffles and go to chuck one on the engine block. The moment I let go, she reverses and I get a big tank booty mashed into my face. Every. F+Ścking. Time. 
Do you actually know I'm there or is this just Murphy's Law? Tips?
Also on a completely unrelated note, why do I get 15ed? Can someone explain the spawn delay algorithm whatchamacallit?

I was joking, don't worry. I think the button pressing should be faster, but that's it.
As for the uplinks, even the cheap ones give me 3s every now and then. The spawn times seem to be random.

As for why the cloak makes a noise when you decloak... well, invisibility is powerful. Being invisible without a tell (as little as it is) is even stronger. It was considered too strong.
I know about the blue semi-invisibility. I always use terrain and only cloak when I have no choice or "just in case". Well I try to anyway. I definitely got the jump on the tank I was after today.
But the incomplete invisibility while moving should be enough. Making noise and not muffling footsteps seems a bit too much.
