With the lowered base health of Tanks, was there a corresponding speed increase/shield recharge delay adjustment to offset the effect of plates/extenders?

No, but innate hull repair was added to both hulls, and with the new modules, the ADV hulls are a little better then the pre-echo HAVs, and the proto hulls can do some really nifty stuff. Basic are worse, but also cheaper then pre-echo. There are also new modules, so with your new high slots you're more likely to but in that module that reduces regen cooldown which more then offsets the penalty.
My Maddies have a substantially larger life-span, and large turrets were re-balanced as a whole and in my opinion we have much more satisfying HAV vs HAV fights, and with the emphasis of active-module management it requires more skill now to properly operate an HAV.
The hardener bonus rising from 25% to 40% is also a very nice touch.

Nope.
They lowered the shield regen rate amount for both vehicles.
They increased slot layout but increased PG/CPU requirements for hardeners while shield mods are excessively high to begin with but because base HP is lower 1 slot is always used for an extender/plate.
AV nades now have 1 more nade and they never miss, proto nades do 5k damage at least.
AHMG is deadly at close range and will beat a shield regen and armor repairer.
Only good thing is the armor hardener.
Overall they took with one hand then took some more with the other.
