Spreadsheet at the bottom.
I feel the lack of presence of ARs in general play, both in pubs and in PC. I think the AR has far too much competition for the CQC king title: while no rifle should be poor in CQC save for DPS differences, I think a large part of the problem the AR faces is competition with the CR and the ACR, especially against armor suits. Let's run some numbers on the AR. Numbers assume proto.
Damage: 34 ROF: 800 DPS: 453.3 Range: 40m
Compare to the ACR.
Damage: 21.83 ROF: 1200 DPS: 436.6 Range: 50m
The AR trades 16.7 DPS for 10m range. This seems a bit excessive in favor of the ACR. By comparison, in a race to do 1000 damage, the AR finishes in 2.25 seconds. The ACR finishes in 2.3 seconds. So the AR wins by 0.05 seconds, and loses 10m of range. By comparison, let's look at the ARR.
Damage: 42 ROF: 600 DPS: 420 Range: 71m
The AR loses out on over 30m of optimal, and in return, it gains a total of 33.3 DPS. In the race to deplete 1000 health, the ARR finishes in 2.4 seconds. This is 0.15 seconds slower than the AR, which is barely a blink of an eye. Now the ARR has recoil affecting the use of that long range, but the AR cannot even begin to compete with this rifle at even 50m, let alone 60m. Especially if CalAssault bonus becomes recoil reduction of the RR family, the AR will have nowehere to shine.
Here is where I think the issue is: the other AR variants trade too little DPS for their range. Now currently, we have a decent balance with the other assault variants (AScR will be seen to in echo) so I propose buffing the AR in order to widen the gap and better solidify it's position as CQC king. I have increased the ROF some only, and left everything else the same. The data is as follows, and is also present in the attached spreadsheet.
Damage: 34 ROF: 850 DPS: 481.7 Range: 40m Race: finishes in 2.11 seconds
As we can see, the AR now handily outDPSes all the other assault variants; only the AScR wins, and it will be paying for it with heat buildup. Now the Ar can be king of CQC, and while the other variants can mimic it, none of them can easily outperform it within the AR's optimal.

Hmm... supoose we make it have worse dispersion? Gives GalAssault a reason to have the bonus it does.
Any case, it needs more DPS in order to be king of CQC.

Any case, it needs more DPS in order to be king of CQC. Oh yeah that's great, make the gun perform worse so the bonus will actually be useful. Brilliant, you deserve a job at CCP. You do realize it gets more damage as well right? You looked at the spreadsheet? I was actually looking for your input since you use it more than I do.

I feel the same, but to me it seems like we have balance based on those other weapons. So by buffing the ROF, we bring the AR into CQC dominance without having to tweak all the weapons we just got balanced. But a buff on the assault to ROF is also a good idea. I think either way that would work. Assault deal more damage by higher ROF, and commandos deal more by raw damage boost,
