Just add a 5th LP store that holds all of the officer weapons and suits.
LP for this store would be gained from strong boxes and as event rewards. It would also give a place for people to browse the officer weapons.
An extra option would be making it so that LP can be exchanged at a very high rate. This would give more value to being high rank in FW as well as give people a reason to run faction boosters. The exchange rate could even be adjusted based on district ownership to make it so people have a reason to try to push factions in different directions.
Call it the Jovian faction store as they have the technology to collect officer weapons from around the galaxy. |

Are the Jove even alive? If they are do they like us enough to give us weapons? Please don't say Drifters as from what I am told they are very hostile to capsuleers and likely us too.

Hmmm I don't know enough about the lore to really comment. I think there are options available, just avoid the Jove because well....it just doesn't compute.

What I could see, completely a matter of semantics, is a specific Dust faction of loosely associated "Officer Contacts" who "Liberate" Officer Prototypes from corporations and sell them to us after we do them favours during events.
Though to be honest do you really want a direct line of Officer Weapon Supply into this game, that could be exploited rather easily.
Well, we do know that there are Jove still out there, yes.

Are the Drifter's Jove or Sleeper remnants. I'm still not clear on that.
Otherwise I'd assume they're all dead or not coming back.
