I noticed a discussion yesterday concerning scouts and their lack of, well.. scouting behaviour. Now I don't have a problem with the way scouts are in the current patch but I've been thinking of ways of adding to the scouting giving them capability's other then just being a lighter faster dropsuit then the other's in the game.
consider that heavy dropsuits specifically sentinels have access to the heavy weapons locked off to the other suits types why not add new utility equipment only accessible to light frames specifically scout suits. This would include
A Tracking gun: A small single shot bolt action gun which "tags" an enemy unity revealing them on the map for somewhere between 20 - 60 seconds. It does next to no damage and is slow firing so cant be spammed but offers kill assist and information gathering battle points, not too many but enough to make it worthwhile. This works on vehicles too and increases swarm launcher lockon speed if the target it tagged.
Mobile Scanner: Small scale scanner device dropped at a location, this sends out pulses every so often (maybe 10 - 15 seconds) which work like scanners revealing enemy units for 1 second. used in tight locations to give teammates battle information such as number of enemy and direction. gives moderate battle points. has a hard time detecting scout/light suites, low profiles are still low
The Banshee: Small device planted on the ground, if ANY enemy unit come within a certain range it screeches loudly warning your team of an enemy in the area, works on cloaked units, vehicles, EVERYTHING. BUT this does not reveal their exact location just that their in the area. I can see this being used to defend small locations and might encourage scouts to grab some sniper rifles for a change as this can be used to defend against those shotgun/nova knife foes sneaking up and stabbing them in the back while your trying to scope out and enemy.
Give me some feedback on what you think, I feel this would add a few more role behaviour's to scouts we presently have in the game

Their strengths like sneaking and speed can certainly seem quite unfair at times.
as for stat's and tiers hey would have to have a low enough CPU/PG cost to be able to be fitted on teh scouts dropsuits while having a high enough cost that a scout couldn't equip them ALONG WITH a full combat build. I was thinking if they choose to bring along the Tracking gun it would take the place of a secondary weapon slot and have a cost restricting equipping a proto or advanced shogun for example.
Track gun:Tier One 50 damage, no bonus damage to shields/armour. 150 RPM 75 Accuracy 1 clip size 36 max ammo 1.5 reload time 10 cpu 6 pG
Marks up to 3 targets for 40 seconds.
Track gun:Tier Two 60 damage, no bonus damage to shields/armour. 150 RPM 75 Accuracy 2 clip size 36 max ammo 1.5 reload time 25 cpu 10 pG
Marks up to 5 targets for 50 seconds.
Track gun:Tier Three 70 damage, no bonus damage to shields/armour. 150 RPM 75 Accuracy 1 clip size 36 max ammo 1.5 reload time 32 cpu 12 pG
Marks up to 6 targets for 60 seconds.
Mobile Scanner:Tier One 100 Scan Distance 360 Degree Direction 1 second duration 1 second target visible 10 seconds between pulses 46 dB scan precision 32 CPU 9 PU
Mobile Scanner:Tier Two 125 Scan Distance 360 Degree Direction 1 second duration 2 second target visible 9 seconds between pulses 36 dB scan precision 38 CPU 9 PU
Mobile Scanner:Tier Three 150 Scan Distance 360 Degree Direction 1 second duration 3 second target visible 8 seconds between pulses 28 dB scan precision 46 CPU 9 PU
Banshee: Tier One 20 Detect Distance 360 Degree Direction 32 CPU 9 PU

I Think with my understanding of the cost per componant setup CCP uses that this is close to balanced, let me know what you think on the numbers

People generally will not use something if they don't see a direct WP or ISK benefit from the item, while those that don't need the incentive are probably already doing a greater variety of things than killing.
Of course this should be considered, It is afterall why CCP added a WP defence bonus for defending objectives on the map.
As stated the tracking gun would reward the player with the normal warpoints reward for assisting a kill but the assist time extends to the timer on the tracker. tag someone and if their killed 35 seconds later you still get the assist warpoints. this counts for vehicles as well. you would also get a spotter bonus. lets say +15-20 for a tagged infantry unit and +25 - 30 for a tagging an enemy vehicle.
the mobile scanner would give you +5 warpoints per enemy spotted while its operational
the Banshee gives a +30 warpoints for triggering
if any of these bonuses seem too high you could always add a cap per minute to the rewards they generate

but you can get points from a rep tool constantly when in combat, you need to find the enemy to make these trigger their wp values.
their would also be a time gap between a banshee triggering and a cap on the wp rewards on the scanner. so what's the issue? I have the fact that some players might try to exploit this for farming in mind, by capping some of the equipment ir adjusting the values it can easliy be kept in line with other methods of gaining WP
