There have been so many threads on suggestions how to handle the shield rep tool, but I've never seen any of them with any sort of agreement on how it should work. I was browsing the Big Board of Things when I saw shield rep tool was a thing on there, so it got me thinking on this and made me want to make one more thread on the subject.
My first thought was, what does the armor repair tool do? It repairs, obviously, but more importantly it makes up for one of armor's largest downfalls, slow repair. Armor is inferior to shields in the regeneration department, until you put a core focused rep tool from a Minlogi on an armor tanker, then you are repping at roughly 3 times the rate of a lot of shield tankers. So it ends up being better than shields at shield's own game.
I thought some more on that, and figured that should mean that shield's repair tool equivalent should make shields better than armor at its own game - buffer. If armor rep tools makes armor better than shields at regeneration, then the shield rep tool will make shields better than armor at buffering.
Overshield tool, heals people slowly in comparison to armor rep tool, but continues to heal beyond their maximum HP pool. Some preliminary numbers:
STD Overshield Tool- Reps shields 20/s, Goes 30% beyond target's maximum shields, 15m range. ADV Overshield Tool- Reps shields 25/s, Goes 40% beyond target's maximum shields, 15m range. PRO Overshield Tool- Reps shields 30/s, Goes 50% beyond target's maximum shields, 15m range.
If the person holding the overshield tool stops lock on, the shields drop 5/s until they normalize. The target's natural shield regen does not work past his/her natural shield HP.
There, that's my argument. If the discussion still gets nowhere, I can at least say I tried.

I could be mistaken, but I believe they work the same way that vehicle shield boosters used to work.
You have a duration for the shield booster, say 30 seconds, and there is a pulse at a certain interval, say 5 seconds. The pulse heals a certain amount of shields, let's just say 100 for the sake of this explanation. If you activate this shield booster, for the next 30 seconds, every 5 seconds will give you 100 shields, at the end of the duration, you will have regenerated 600 shields.
