Not really.
For every AV weapon there should be an equally larger calibre weapon with more destructive force available to vehicle users. Why? Because that's simply the point of mounting weapons on vehicles.
An infantryman could not carry the weight of the equipment so you put it on a mechanical hull that will.

You could just work with 6 and have each round deal 1092 direct damage, with a RoF of 60, and a splash radius of 1m.
Couple that with something like 224-273 splash damage and you have an EVE blaster in Dust.

If ccp were to add a plasma turret, the ensuing tear typhoon would blast the forum back to dial-up. Twice the damage of rockets, and almost twice the blast radius... the havoc pilots could dish out would be tremendous.

Which is why you would reduce the rate of fire of the rounds, decrease their splash radius. But there is no real issue with how they function as a Hybrid Blaster Turret.

Counting the shield bonus, Gal Com bonus, Prof bonus, the dumb warbarge bonus and a C-D-mod, I'd like to see you shrug off a 2207.2 damage hit to your shield, hardeners or not, especially with a -40% reload bonus with another Allotek with your name on it.
I've killed Gunnies just fine with the PLC, even with a non D-modded non galcom suit I've hunted down gunnies perfectly fine with a Proto Cal Scout with a proto PLC. It doesn't exactly hit lightly.

Even with your hardeners I've carved out a third of your shields, and you don't have those running 24/7. "Just a Scratch" my ass.
