Basic flux grenades have a good splash radius, are great at taking down vehicle and infantry shields, and have no downsides besides only damaging shields. They are also way to effective at doing both, offer little incentive to getting higher tiers, and there aren't any variants.
To fix that, there should be 3 kinds of flux grenades like what's outlined below:
[Packed Flux Grenades] - Should home into vehicles

Blast radius: 3m
ADV
Shield damage: 1500
Blast radius: 3.3m
PRO
Shield damage: 1800
Blast radius: 3.6m
[Flux Grenades]
STA
Shield damage: 900
Blast radius: 6m
ADV
Shield damage: 1125
Blast radius: 6.6m
PRO
Shield damage: 1350
Blast radius: 7.2m
[Sleek Flux Grenades]
STA
Shield damage: 600
Blast radius: 9m
ADV
Shield damage: 900
Blast radius: 9.9m
PRO
Shield damage: 1200
Blast radius: 10.8m
The new basic flux grenades would be balanced against Cal Sents; a std flux (with 25% blast damage resistance) will take out base shields (even at max dropsuit shield upgrades), an advanced flux will take out shields of a Cal Sent with 2 cpx shield extenders, and a proto flux will take out all shields of a Cal Sent with 4(max) cpx extenders.
The sleek flux grenades would be great for clearing equipment and clearing some amount of shields in a large areas.
Packed flux grenades with their high shield damage (same as current), vehicle homing, and smaller splash radius, would mostly be for AV and require more skill to use against infantry (like packed locus grenades).
