Ok,
think of the laser rifle, where when you fire a beam is all you get right but it has no close range abilities.
so now imagine a laser rifle mixed with a scrambler rifle, you will be able to tap the fire button and balls of plasma fire (For close range)
But it will also have a charge shot capability, where you charge it up and it fires a constant beam of plasma until the charge bar is depleted, when firing you are confined to walking and jumping, no running (like the scrambler overheat)
I dunno i think it'll be cool to have a weapon like this.
Also a little bit on the Forge Gun
The Forge Guns shot should be shown
What i mean is when you are charging a forge gun a ball of electric slowly forms in-front of the forge gun. This ball will be spinning and when the FG is fired it is released. i think this would be coool.

2: I'm not even sure what you're describing, it must be me. Are you saying that you want this thing to be like a reverse LR, but with a charge mechanic? Sounds neat, but too precision for CQ imo. Might be a decent weapon.
