The charge up time on the rr need to be reduce it charge too long. the arr now well the charge up time need to take off of that one cause i don't see the purpose it should have it

Charge up is fine, actually having the weapon not having a violent seizure so you can hit something after the first shot, now there lies the problem of the RR family lol.

I agree the kick needs to be taken down a notch, but not much.
I do fine with a militia caldari suit and a basic RR.
Weapon is a situational one where you can set yourself up for Long Distance fights.
A good side arm is required if you run the Rail Rifle, meaning you have to skill up a side arm a decent amount.
RR and Breach Submachine gun works for me. =o)

I'm guessing fewer than 10 Japanese players have died to either weapon while playing on US servers.

Supposed to be a long range rifle, low ROF high DMG yeah that makes since.. Charge and only rifle in the game with any type of kick especially ads, that really doesn't make since.
