So the Caldari philosophy is range + shield favor. But I've been thinking about if this is actually a reasonable combination:
1. Stand and Deliver Weapons
When you use a rail rifle you don't take your finger off the trigger. When you use a sniper rifle you don't move. If you use a forge gun you're not moving much anyway. Caldari weapons, especially the charge ones, are stand and deliver. Shields are not for stand and deliver.
Shields have natural regen, fast regen, delayed regen, and low HP ceiling. In practice they very well make for peek-a-boo combat, hit and run, because you can't make use of your key strength, regen, while taking damage. So you have stand and deliver weapons combined with low HP ceiling of shields and the inability to recuperate any shields while taking damage....as you stand there.
This does not seem like a wise choice so far...
2. Damage Mods, Recharge Mods, Extender Mods
^ These are all high slot modules. Weapons like the sniper rifle, rail rifle, magsec, bolt pistol and forge are very complementary with damage mods because of their lower DPS (in most cases) but high alpha damage. 2/3 shield modules compete for high slots with damage mods though. Especially with the stand and deliver method you want as much HP and Damage possible and only armor + damage mods would get you this desirable combo.
3. Mobility?
Shields super con: mobility, you are free to move! Minmatar you are free! Caldari you are free-oh wait you move as fast as the gallente my bad, good luck running away though. Yeah the Caldari do not have speed on their side, especially the vehicles (C vehicles are high acceleration low top speed) so shields don't offer so much of a mobility advantage unless you are C-scout.
4. Protection from other snipers...
A complex shield extender at 66 points gives you about 71 points against a sniper rifle and a complex plate at 135 gives you about 120 points against a sniper. Speed is actually more easily compensated for at range because then your rotational speed is slower. So higher speed targets are not much more of a problem at range so the mobility that shields offers as mentioned above, does not give a very good protection from snipers.
Side Note: I think that regen stacking only works with large pools of innate shields and shield stacking works on high innate regen like caldari scouts.
Conclusion- Range + Shields wouldn't make any sense but it works because rail rifle/stuff is pretty good and shields definitely work on minnows. Caldari philosophy would be broken logic if their weapons weren't so radical.

Perhaps you should be testing your theories in the field. Writing and commercialing us about something you clearly don't understand is a waste of time.

The Caldari aren't stand and deliver because they are mostly meant to attack from defensive positions. This allows them a moment to reload and recover HP.
Caldari weapons actually benefit greatly from damage mods and so fitting one is a worthwhile choice especially at range. This is the reason the Caldari pioneered the light weapon Modifier.
Mobility doesn't matter much since the Caldari are cautious even on the offensive.
The real reason the Caldari chose to use Shields over armor is because armor is highly dependent on having many raw materials to create, which the Caldari lack. So from a renewable view point, shields make certain that the Caldari will not be in a resource crisis. The Minmatar on the other hand use Shields because of speed.

Caldari specialise in siege warfare and hit and fade, not in standing and delivering (that is an amarrian strategy). The blitzkrieg is a Minmatar tactic.
There are some subtle differences between these strategies. Where the amarr opt to endure and fight well in a large variety of situations, the Caldari instead shell you from a distance, fall back a little ways and recuperate incredibly quickly between 'skirmishes'.
The Caldari do not care about overwhelming damage - that is actually a gallente trait (where they like to get up close and knee you in the stomach like a muay thai fighter). What the Caldari do care about is damage application over range and denial of territory (try and cross that open field, I dare you).
The Caldari are not particularly concerned about speed they don't need to be fast to do what they do - they instead fight in a methodical manner that grinds you down (and their equipment supports it - they suffer less casualties through nanite injectors and they have more ammunition through nanohives).
The Cal scout is most oriented towards close work because of its incredibly low shield delays and high recharge values, it is the epitome of the 'hit and fade' strategy. The Sentinel is most oriented towards working 'solo' with either a burst HMG or a forge gun. The Assault and the Logi drastically play up the 'siege warfare' aspects of the caldari doctrine. The commando is the only statistical outlier among the caldari (and that is largely because commandos, and in particular shield commandos are hilariously sub-par compared to assaults).
Conclusion: You don't know the Caldari as well as you think you do
