Here are the main problems (and solutions) with Public Contracts:
Squads vs. Solos
This fix is simple, just create separate ques for players who are not in a squad and those who are. This means that squads will only be placed against players with similar levels of organization, thus making Public Contracts far more competitive.
It will also make the matches much more balanced, as victory won't be determined by who has the least "blueberries".
High Skill vs Low Skill
Matchmake the squads based on the Mu system, and hopefully Academy 2.0.
Squads Can't Fill Teams
With the [proposed] separation of Squads and Solo Players, filling up teams will take a very long time as almost all players deploy with 4 squads. To fix this, I propose that the squad size is increased to 8 players.
This will allow Scotty to find teams faster, as he only needs to grab 4 group. The 2 squads also increase diversity between squads by making room for two remaining roles that would normally be excluded with only 6 slots.
Yes? No? Problems I missed?

Interesting and kind of cool suggestions, Atiim.
I just don't think it will fly with CCP. Right now there is a "warbarge lobby" mechanism that is supposed to precede every battle. EVERY battle. I think (not fully sure) CCP envisioned the warbarge as the staging area where players with MICs would quickly strategize, explain to non-squaders what they want to do, and give the solo/Newberry/non-committed player 5 minutes to democratically choose to squad, based on what she is hearing/discussing.
Warbarge is supposed to be THE place where a team can make choices and suggestions (via MIC) that can actually win or lose the match before shooting has even started. I thought that idea was rocking' cool! But we PS3 players just were too alienated by Dust's innovative way of "persuading strangers to team up", and the MIC thing never caught on with the majority of the players in any one team. GǪSo Warbarge lobby got boring, waiting around in non-MIC silence (LOL, being anti-social), and players requested the lobby be eliminated altogether. Time and time again, PS3 players CHOOSE to stubbornly stay single in a shooter game, rather than casually squad up. Hey, it's what we've been used to in our games for YEARS. CCP I'm sure is still hoping we become players who CHOOSE to casually squad up, as long as enough suggestions and encouragements are kept in the game.
I suspect your suggestions would only take the game further away from that "casual-squading on the fly" option that CCP originally (and still does) has in the game. And your idea might also further widen the gap I complain about with this game: the gap of knowledgeable players not reaching out IN-MATCH to coach "NEWberries" and use them to help us win a fight.
