I get what your trying to do, Rattati. Shield tanks currently have the advantage of fitting higher meta tanks because their lows can be used for fitting mods. But by making the fitting mods cost as much as you're planning it inadvertently harming DSs and LAVs.
Here are a few propositions to help solve this issue:
-Nerf shield tank base fitting to require the use of fitting mods
-Make fitting mods cost a zero to fit, but reduce the opposite value by a percentage. Example: Complex PG increases PG by 20% and decreases CPU by 10%, costs 0 PG/CPU to fit.
Another thing, using the two mods together of the same meta should net a small gain of both fitting resources.
Other ideas are welcome.

On the main point: That's very true that the tank level mod costs hamper light vehicles, or at least reduce their options.
I hope there is a better solution - maybe that the lighter vehicles have reduction on fitting costs of some modules?
Or while thinking code-wise, the modules have reduction when fitted onto lighter hulls?

Example of complex level CPU upgrage: CPU output +25% PG output (MINUS!) -5%
Easy to code, scales nicely onto all hulls!

I think as it is now for a complex mod you pay what, 400 CPU to get 250-300 PG on a maddy? On a methana that's what, 400 CPU for 56-ish PG?
I can't open things to verify ATM.

That's basically what my second suggestion was. The reason for the lack of fitting was because it'd basically be "double-dipping" the cost of it.

What is wrong with the way it is now?
Can't help it that the Gunlogi has nothing intresting to put in the low slots because everything which was intresting got removed
Do the infantry PG//CPU modules cost an excessive amount of CPU/PG to fit? No
Do the infantry PG/CPU modules also have drawbacks? No
It is perfectly fine as it is, the problem which has always been since 1.7 is the lack of useful low slot modules and shields end up using armor modules because they can fit it and right now because most pilots think it is needed to survive |

Other ideas are welcome. Do you even pilot? Would you cut your feet off because you don't like how they look? You should ask Rattati to make infantry HP mods cost a lot more.
