All you need to do to reset the equipment WP reward cap is to shoot somebody, even an assist should do the trick iirc, certainly a kill.
As for the tool itself, just hold it down and point at a friendly.
Try out the Militia Repair Tool for yourself.

You cannot "reset" the timer anymore. After you reach a certain limit, you are capped out for 30-60 second where you will get 0 wp for using it. Also, if the person you are repping has not done damage to an enemy in the last minute(?,) you will not accrue any wp. Im not completely sure on time frames, but you get the gist.
