Yes, armour HAVs are subpar at the moment; no, except for the last option, those are not ways to fix them. No, shield HAVs do not need an extender buff. They are fine. No, they do not need a speed penalty - they're already slower (though their acceleration is superior - but you can offset that on an armour HAV to be faster and more manoeuvrable). as for your take on AV weapons, your problems are nonexistent and so your fixes are irrelevant.
