What do the tick marks on some player's icons mean? I know some have more than others, but I have no clue why.

The Chevrons above people's heads?
Designates Squad Leaders if they are more fancy, so you know who to shoot (or follow) ;) One Chevron is normal, several are squad leaders.
EDIT: if you mean the bars on the forum pictures, those would be contacts.
