You said that a bit odd...
Spending 1/20th of a cent is equal to 1 AUR, not loyalty point.
It takes two AUR to make a loyalty point so yes 1 cent gives you 10 Loyalty points.

I dunno about getting demoted, but my loyalty bar hasnt budged an inch since it got implemented and Ive been playing and even spending some AUR.
I don't really care about it though, but hey maybe theres a bug. |

All I know is it's bullshit that you don't get a LP boost until level 9, and I've been playing this game intensely for the past year and a half, spent about $150 but I'm only level 8.

Known display issue;
Do not fret; as your loyalty rank is based on your lifetime stats which are still intact in a similar manner to how ccp knows how much SP you SHOULD have and is able to compensate for boosters and the like in cases things go awry.
