 Seems pretty sacrificial to choose between damage mods or shield mods....any good compromises?

 Use a tac sniper on a cal commando, it's really good.

 Sadly damage modules are in the inverse slot that they probably should be.
 
 EVE side they are low slot modules.

 Also, if damage mods were low slots literally the only viable high slot module would be a shield extender.

 So even if the range is close to 100 meters or so still go damage mods? I like sniping just outside of the fighting, none of that hill camper stuff

 Damage mods, you seldom get away with 50 or even 100 HP left when you snipe, it is mostly kill or be killed, so half tanking your suit doesn't pay.

 Commando is great for that. You also get to carry a primary weapon.

 No. "Light weapons" are flagged differently from sidearms. But that's just fine, because you get two light weapon slots - Tactical Sniper Rifle & Rail Rifle which would both get the damage bonus from the caldari commando's 2% rail weapon per level and both would also get the same damage bonus from light damage mods.
 
 If you were to use a proto caldari commando with 3 complex damage mods, you'd get about a 33% increase to damage.

 The caldari commando is used primarily for sniping because of the damage bonus and extra light weapon for defense. If you want to just use a RR then the best option for that would be an assault suit because you can move faster and have more variety in your fit to be able to adapt to different situations.
 
 While the commando is still good for using RRs, the lack of speed, slots and a large hitbox doesn't make it the best idea for general slaying. Also the fact that it has no grenade slots is a serious disadvantage for getting into fights closer to the action.
