Minmatar Weapons look like generic blocks slapped together, Caldari weapons are just boring grey rectangles, Amarr weapons are too flashy to the point where it looks like a kindergarden project and the Gallente's color scheme is boring.
Giving any of these weapons a "most visually appealing" is redundant, because it's still crap.

Combat Rifle - I love how in some concept art it had a modular system for attachments and modifications for it. It very much reminded me of the M4A1 Carbine.
Forge Gun - "What the heck is thing?" was my first thought. I picked it up in closed beta, and with all the tanks around, I never dropped it for anything else. There's something about holding a tank cannon with your 2 hands.
(Also, if anyone can link that picture that had those SMG or CR with the different attachments, that would be wonderful.)

Scrambler rifle looks the most sci-fi-y and actually remains me of the Amarr ships in Eve Online. The way it opens upon when charging is cool too.
Runner up would be the HMG. Ever since Predator I have always thought minigun-style weapons look badass.
