Those were the numbers originally, got patched to prevent isk farming with alts. I'd pay a decent chunk, up to few hundred per component, maybe, to get through the fist couple upgrades, a capital investment to push the system into reasonable self-sustainability, then let that investment do the heavy lifting for the later levels over time.
