you expected such a thing from CCP? Na man you won't be leaving your quarters until they get the idea of this game whether it's called Legion or still Dust514 onto the PC and maybe the PS4.

Our quarters are a product of us being in the same 'universe' as eve, the only way we could 'leave' quarters currently would be to have tranquility/eve handle us in the same manner that it does its players.
You can only be out of quarters if you're undocked and flying about space. Even when we are in battle we are still docked at station.
They would have to do a boatload of coding work to create a new way to handle us in an 'open world' manner.

To be fair, EVE pilots can't really walk around much either other than the quarters. So, it's a CCP-wide EVE universe thing promoting players being shut-ins even in the digital world.
