Why is it so hard to fit stuff on them? I just skilled into the adv scout and idk, I kinda regret it. Nothing's better than my Gallente scouts.
Take a min scout, add a cloak of same level, and fill all the slots with level stuff. You WONT be able to fit much.
Take a gal scout, add a cloak of same level, and fill all the slots with level stuff. You will fill ALL SLOTS.
Can it receive a small buff to pg/cpu?

I used to play like that but it's much harder now to sneak up on someone and knife them when they have more hp. Don't get me wrong either, I can go cloak less on a gal scout and ruin teams. I just would like a bit more pg/cpu on min scout to use the remaining slots for other stuff

Cloaks are needed on Min Scout, we maybe fast but were not as fast as people say. The speed only matters in CQC but without cloak, people will pick off your 300 ehp scout from a mile away. It's better to stay semi invisible than not. Nothing catches my eye than a fast moving object.

First off, if you are only Level 3 on your Minja, which I assume is what you meaned by having just skilled into the ADV scout, then your Cloak Fitting Reduction Bonus isn't high enough to make a difference. You need at least level 4 before you can fit anything, and level 5 is preferable.
Second, you will find that once you get Level 5, it will be a little easier to knife because the knife damage bonus will be enough that you can you Ishukones and OHK a great many suits that you couldn't with your Gal Scout.
Gal Scouts have always been more versatile, but Minjas have their place.
I personally have found cloaks to be more problems than they are worth, but if you can find a way to work for you more power to you.

Ishy knives take up a lot of PG, so upgrade the fitting optimization skill.
You can also lower the amount of CPU/PG consumption of the cloak by skilling lvl 5 in the scout suit of your choice.
