Okay, so... you sent him an in game mail and... Who reads their mail in game? Seriously? Who actually goes through that process while in a battle to read their mail? Better yet, how many people here haven't spawn camped a CRU or uplink at some point in their time playing this game?
The NPE does need to be looked at though, don't think you'll hear any arguments there, but expecting players to go easy on newbies is going to leave you disappointed every time.

Your attitude is a symptom of a greater cancer. I'm glad we have a community who understands new blood is needed. Your wretched kind should have graduated to PC. It's too tough fighting skilled players so you camp spawns in pubs. Turn on team chat once. You are killing mostly little kids. Big man
Lol You're more angry about this than I thought. I point something out and you call my opinion a cancer? Sheesh. And it's kind of difficult to graduate to PC when, well... *Points to corp, or rather, lack thereof* Solo player, and the type who usually hacks CRU's instead of camping them.
Little kids also shouldn't be playing this game if they're that young, though I suppose there aren't many people that actually hold the rating in mind when letting their kids play games. Quite frankly though, I'd rather the new blood didn't consist of people too young to hold the controller. I mean, if that's what you want, then fine, but... perhaps CoD would fit the tastes better if your desired newblood are that young.
*Sighs* You're right though, sarcasm aside. A large portion of the community does little to help the newbies, the matchmaking screws them over just as much, and most players would rather stomp them than get a good fight. Those kinds of games are boring for me though, thus why I don't usually play with a squad. Hopefully future updates fix these things, but with the small playerbase, it's unlikely.

Yes, this is the culture, the way you change the culture is by changing it. Spawn camping and stomping newbies is dickish, pointing that out is not.
I should be optimistic on this, but it's difficult at this point. Change a few and you've still got hundreds more who continue to do the same thing you're trying to change. There's just no way to get an entire community of players (many of which probably don't even touch the forums) to play nice with the newbies.
