Adding a delay to every weapon would just be cutting off the nose to spite the face.
Most modded controllers now are fully programmable so the button itself would not matter.
The one thing about modded controllers is they are repetitive in their timing. Pattern recognition could easily pick up modded controller users and reduce their RoF. No matter how fast a human presses the trigger they are not going to repeat the exact same interval between shots over the course 20 - 30 trigger pulls.

I am not sure how a millisecond delay would be defacing.
Gran Turismo 5 had a 24hr lemans race, 24hrs non stop. I ran that race and at around the 17th hour I ran 2 consecutive laps on an 11mile track .002 seconds apart. |

I really say that more because it would just be another annoyance that players have to put up with while modded controller users would go almost completely unaffected.

I have not seen it but I think this is related to the time of the delay and the fact that the trigger has to be held the whole time more than the delay itself.
I could be way off but I think the concept of detecting and punishing modded controllers with a seriously reduced RoF would go much farther. |

RR dose not work with a turbo controller because it has a charge up and is fully automatic.
charge up time cannot be incorporated with semi auto weapons. |

just limit the amount of shot to the listed rof even if you pull the trigger a 100 times a second

Recoil... If the gun recoils like crazy when you spam the button too fast, then it makes the turbo controller users forced to have some skill in keeping it pointing the right direction.
The recoil on weapons needs to not 'self-correct' as it does for almost all weapons at the moment. |
