I was told it was the minmatar but, when I look at the loyalty store the swarm launchers appear under caldari. SO which one is it? |

Sadly, Minmatar has been stealing weapons like Nova Knives and Swarms and adjusting their dropsuits to use them better than the Caldari.

Swarm Launchers are Explosive, so yes, Minmatar Commandos already get the Damage bonus. This is why you'll see vehicle users QQ'ing about Minmando pulling out Swarms.
As for the Lp store, I think they were put in Caldari as a balancing option, with Min already having HMG, Cr, and Md, I think ccp saw it as a fairer option. Otherwise, people would play Min FW so much it'd become the new Calfw

They are in the Caldari LP store because they were made by Caldari, look at the manufacturer names on the swarm launchers: Ishukone, Wiyrkomi, which are Caldari corporations. If it was Minmatar, they would be made by Minmatar corporations like Boundless, Freedom, and Core.
As for the idea that they were simply added to the Caldari LP store for balance, the Caldari already have the most weapons in the game: rail rifle, sniper rifle, bolt pistol, magsec SMG, nova knives, forge gun, AV grenades, and the swarm launchers. Caldari certainly don't lack weapons, as apposed to the Amarr which only have 3 weapons (scrambler rifle, scrambler pistol, laser rifle).
But yeah, the Minmatar commando's damage bonus works on the swarm launcher because it has the explosive damage profile despite being Caldari.

Swarms missle tech, which is always caldari. But the min gets the bonus, for whatever reason.

Sniper range nerf did nothing but make it harder to counter-snipe redliners. That and open up for really stupid feedback

This just in:
Minmatar use missiles too. Various Minny ships do have missiles slots in EVE.
It is about the damage type, not the weapon type.
Although would be nice to have ammo types. Missiles are the only ammo that have specific damage types in EVE.

Changing the damage profile of swarms from explosive to hybrid rail would be such a neat fix to a number of issues, this one included
