There are actually a lot of factors to think about
Are your shields at level 5? ( yes this should be a priority over dmg mods)
Is your proficiency in your weapon level 3 or more? ( again this first before dmg mods) - debatable I know
Are you shield tanking? Then no dmg mods , you should put shield regen in any slot that you were thinking about fitting a dmg mod
Armor tanking? You probably should use dmg mods or shield regen mods
If your ehp is generally low - shield extenders
If you are new - shield extenders
I generally will run two dmg mods if I'm going to use them or one with a proto weapon
