Today, bonuses from skills are originating with a skill. For example, if I train Caldari Assault to 1, then I get the bonus based on the skillbook. Because of this, the Caldari Assault skillbook will always give this bonus, so it can never be applied to other suits. This is a problem when introducing new variants of suits. What if, for example, I wanted two different kinds of Assault suits? The result is I have to introduce a new skill book. This has a few drawbacks, including further separating the new player to veteran gap. I propose that Dust do what Eve has done GÇô make the skills dependent on the suit itself.
If I have two assault suits, now they can use the same skill book. This seems more logical to me because both are assault suits, they just do it in slightly different ways. Now, when a completely different playstyle needs to be introduced, CCP still has the option of creating a new skill book, or using the option of using existing skillbooks.
Also, making this change makes it possible to create hybrid Dropsuits, and yes I am specifically talking about Faction Dropsuits (further discussed in the thread Introduction of Tech I, Tech II, and Pirate Faction Dropsuits). With the current model, CCP would need to add in a new skillbook for that specific dropsuit. With the new model, the new Dropsuits would pull from two existing skill trees. The SP investment is still required, as you would need to skill both Minmatar Assault and Amarr Assault for the Blood Raider Assault. See the aforementioned thread for more information on how the bonuses for these would play out.
The method of making skills originate with the suit over the skillbook works very well in Eve, and the same mentality can work in Dust. This would also be a way to add value to the "dead" skills we currently have.
The exceptions to this would be the Dropsuit Command and Dropsuit Upgrades skills. Like the Spaceship Command skill in Eve, these skills should apply a small bonus that is universal to all Dropsuits. I think the best application would:
Dropsuit Command: 2% bonus to stamina per level Dropsuit Upgrades: 2% bonus to PG/CPU output per level
This is something universally that all suits would be able to enjoy. For balance purposes, and to ensure that veteran players have a reason to skill into this when they don't currently need to, I would also propose a 10% increase in the PG/CPU needs of all weapons, modules, and equipment, as well as a 10% decrease in base stamina for all suits. Basically, this will be a great SP sink while giving value to the each skill point spent.
There would need to be an optional free respec with these changes.
