Kaze had a good post here about PC for new players.

However, certain mechanics may inhibit you from taking a district from the get-go. For one, currently Clone Packs give you 150 clones to attack. Many districts have a maximum clone count of 300 (or 450 with Cargo Hubs) with a clone replenish rate of 80 (100 for Production Facilities). Should you lose an attack, you get 0 ISK reward with only Salvage Loot from the battle and all clones from that battle will be lost to the winning district. Additionally, that winning defending district is unable to be attacked the following day. Should you win the battle, you receive ISK and loot, and you are able to attack the following day. However, if you are extremely careful of your clones, if you win a battle and you have more than 100 clones remaining, you have the ability of taking the district. However, there is another way.... From what I've heard, some corps like Fatal Absolution sometimes sell of districts to other corps. The idea was in order to increase battle activity in PC, have more corps on the map from which you can attack and defend. The corp selling the district will make a verbal and or written contract and both parties agree to terms that are negotiated, which may vary. Eventually, the corporation buys a Clone Pack to "attack" the district that was agreed on. The selling corp "no-shows" to the battle and you receive the winning ISK from those battles as well as your first flag planted on the PC map. Another thing I have heard is that General Tso's Alliance, which I am currently apart of, has a policy in which we do not take a corporation's last district. Following the idea in the above paragraph, it is currently very tough to get a hold of a district so what benefit would it be to wipe you off the map just to pay for another district that will repeat the process of the frustration and aggravation of attempting to even hold that district? You can probably see my strong opinions in that last statement. At this point I'll step back from that scenario as it's above my pay grade. Finally, Warbarge Strikes (Precision Strikes used in Public Matches) can be used as well as EVE support (coordination between a Dust mercenary giving strike locations after an EVE pilot connects to a beacon in space for three minutes, and an EVE pilot bringing along a spaceship fitted with special ammunition to the location above the district and firing the trigger on said Strike Requests). EVE pilots must be either apart of your corporation or your alliance which allows them to connect to the district. If they are not, they will be unable to connect to the district and furthermore unable to fire Orbital Strikes (however, you will still be able to use the Warbarge's Precision Strike which does not require EVE support). Be careful when dropping Precision Strikes and Orbital Bombardments as friendly fire is on in Planetary Conquest matches and it is possible to kill your fellow mercs and comrades with an ill-placed strike location. If you specialize in anything other than logi (unless specific like scan gallogi) you can be PC ready SP wise fairly quick.
It really does just take getting in a PC corp and learning about what the roles are and what is needed. Most corps have "friendly" fights that are open to PC players that aren't experienced in PC. You just have to be stubborn about it. Having a mic, showing skill and/or potential, and showing up for friendly fights will get you a chance. If you are really bad and don't show improvement you'll have a hard time finding a place in PC.

-Being a vehicle guy that knows what they are doing will get you plenty of PC.
-A good scout that can defend/take an outside point is always in demand.
-Good heavies.
-If you can slay, you'll be rich
-Support logi, you'll have to be really special or really patient. There are a lot of good logis in PC corps.

He didn't say anything about getting his corp into pc, just himself. 25mil SP or so + at the very least 16 people with that amount and specd properly not just with random skills everywhere they need to be able to play at anytime within a 24 hour notice backup players for when someone cheaps out and cant make it basically you want assaults and logis

You do not need a large amount of SP. I was playing PCs in AE with 12 mil and Roner was doing it with 8.
Many ways into PC ranging from asking, being good, or just being at the right place at the right time.

So search for PC active corp firstly and then play with your corpmates.

dont bother its not worth your time. Unless you are up for it to loose alot of ISK. Unlike pup matches everything below proto is not acceptable and means that you will be banished from the corp that you played for.

So I gotta be rich to get in a good pc match well its end game content from what people say and I only got a logi proto, plenty of other suits I havent tried yet so I got good amount of time till dust legion kills the game |

There is no replacement for genuine skill. If you are truly good at this game and you are competitive there is a place for you in PC. It does not matter what tier of gear you use. Prototype gear makes good players better but it doesn't suddenly make bad players good. Like I said there is no replacement for genuine skill. If you are an average player you can still be competitive. The ability to follow orders is a traight that is frequently overlooked. Follow your orders and keep your leader updated without being obnoxious. This can be invaluable. |

Just practice. Back in my better days, I would play DUST daily and could honestly keep up with the best. Now I play maybe, MAYBE once a week and I am, well, not nearly as good.
I'm not sure if you have the time to play daily, but try to play as much as you can and your skills will improve over time.
I might also recommend going around the forums, looking at balance discussions. You would be surprised how much of what you learn can be applied in battle. Stats are a powerful thing if you can memorize them and apply them in battle.

To OP. As other say it's mostly about your gaming skill but the more sp/suits you have you can fulfil more roles which means : bigger chances to get into PC.
Or as i said before, get into PC corp and you can be their dedicated [role]. Eg logi, homepoint defense, tanker, slayer etc etc.
