You did some great job around weapons, but a few of them, while they were the most tweaks requiring, haven't been touched. There isn't even a proposition of tweaks.
So here are those forgotten weapons and some ideas about how to improve them.
Breach shotgun : I've used it on my commando recently, it's not fundamentally bad, but the normal shotgun is better at everything. The main problem you encounter with the breach shotgun is the combination of the ridiculous clip size and the huge reload time. I think giving it 3 rounds per clip and the same reload speed than the normal shotgun would make it useful and nowhere OP. Moreover all breach weapons in this game have the same reload speed than their basic variant, why should it be different for the shotgun? In terms of damage and range it seems fine maybe a tiny RoF boost, but very small.
Breach MD On paper it may seem ok but in practice, it's horrible. The only way to kill something with it is to get a direct hit, which is incredibly hard and often requires to be at shotgun range. The MD is already fine and to me will always be better at killing infantry except if you make the breach variant OP, so why not giving it a better effectiveness against vehicles by having 100% efficiency against them? Looking at the RoF and the damage, it's gonna be far behind the other AV weapons, while still able to do something. Also increasing slightly the splash damage so that the gun can do something to infantry (not the radius to keep it complicated to use). So you would have a weapon less effective than true AV weapons, but that can help you defending yourself against infantry.
Burst scrambler pistol That gun is so bad... Not because of the damage, but because the third round hits one meter higher than the first one. This gun is near to unusable because of that. Reducing the kick drastically is necessary, try to bring it at a decent level by comparing to other burst weapons in terms of kick, DPS etc.
Assault swarm launcher The most useless gun in the game, absolutely nothing in this game is so bad. It has drawbacks compared to SL whereas it has no advantage. Being able to lock two targets is actually even annoying. Why not making it a dropship hunter while the normal swarm remains effective against tanks? Or the opposite? The anti-dropship one would have a longer lock range and a faster travel speed while doing less damage. The anti ground vehicle would be more powerful, but short range and slow.
Assault HMG Here it's more a problem of having the other HMGs performing too well at range (which is a source of many other balance issue). First nerf the range of the other HMGs and keep this one as it is to see if it becomes useful or not.
Then, there are a few weapons that needs something more as they are just absent of the battlefields but are not as bad and not as forgotten than the previous ones.
Breach flaylock pistol (why is there only a basic version?). I've never used flaylocks so I can't tell why it's bad
Magsec SMG. I don't use it so I don't know why it sucks, but I haven't been killed by one since the sidearm event
Breach forge gun. Wouldn't it be fair to remove the impossibility to move while charging?
Assault SMG and asault scrambler pistol. Before they were better at everything than the normal versions but cost more PG/CPU. Now they're clearly outperformed and moreover have kept their extra cost! At least bring the fitting cost at the same level than the other variants.
I hope I haven't forgottrn one myself lol. But seriously it would be time to stop tweaking the rifles that are roughly balanced (even if there are still a few things that aren't great) and to care about those poor weapons.
