You can't Scout if there is a Proto Gal Logi with a focused scanner scanning everything above 15dB

Low 20s is good. 19 will beat all active scanners that aren't Gal Logi.
If you notice an Amarr Scout that seems to have your number, get below 18.
If you still see "You have been scanned." Get below 15.
Each match is different, so I would have higher profile fit (zero/one Complex Dampener) and then further dampened suits as the battle demands.
If you are super paranoid, always go with your sub 15 suit (which will require an active proto cloak in order to achieve).

Haha with a quafe m-1 the best I can get is 18, maybe I should give the Gallente scout a try but sadly, the scanning in this game is broken, I could not locate a frontline SA suit next to me, about 30m, his icon was blinking

Do you have all your Electronics and Engineering skills maxed?
I run the same suit, and with a lot of sacrifice can manage 2 Complex Damps and a Pro Cloak.
That is pretty good considering the Amarr needs to be running at least Adv in order to get to 18 dB scans.
That is what I used to run before all the cloak changes anyways.

Yes all maxed. I die most of the time because of lag thats why I prefer to use BPOs, I remember how I sneaked up on a medium suit about to knife him and I teleported in front of him haha.
I dont use a proto cloak though. I will use a quafe with no cloak all BPOs, maybe get a BPO dampner. I like to learn to not rely on the cloak and sneak up on someone using cover, then I will die less if I start running advanced or proto gear.

The only reason I suggest the pro cloak is because it was the intention of Rattati for all scout suits besides Gallente to have to actively cloak to beat Gal Logi Scans, Amarr max precision scans if you are wearing just 2 Complex Damps.
You do not get enough of a benefit from the Adv cloak, and 2 Complex Damps, which is all you can wear on a Quaffe M-1 won't cut it.

Go under 28 in pubs.
Go under 21 if there's gallogi.
Go under 18 if there's amarr who can see you.
Go under 15 in PC.
Or run 1-2 damps always and you won't have any problems.
