After watching some Plasma Cannon videos I am now torn between the Gallente Commando and The Minamatar Commando. Does the Mass driver do a good job as Anti Vehicle?

No, not really. You can use the Mass Diver to scare off a few LAVs but not truly an AV Weapon.

Due to the speed of the suit I feel that the Gal Commando doesnt really work as AV since you need to chase after fleeing tanks

Do what I do. Minmando with Cr and Md for anti-infantry, and Minmando with Cr and Swarm for anti-vehicle. Works like a charm.

Mass Driver is nice and fun but it has almost no AV value. I have finished tanks with it but that is like finishing a dropship with a sniper rifle.

The Mass Driver needs the damage bonus more than the Plasma Cannon does.
Run Minmatar Commando with Mass Driver and Plasma Cannon and 2 damage mods.
It's the choice of the true gentleman.

AR and PLC on a commando us great. You can engage vehicles while not being defenseless against infantry.
It rips shields away like its nothing, it can scare off hearty armor tanks too but unless something else is on your side or the Armor Pilot is stupid you wont be able to kill a heavy armor tank solo.
But it is just Light Infantry just like how Swarms are meh against a shield tank the PLC is meh against armor hardened tanks.
CCP holds the Caldari's hand so this doesn't happen again.

Oddly enough, quite funny actually, the mass driver can scare HAVs away. I do not know why, but it can. |

No its not. It can only scare away LAV's that are standing still. Outside of that it has no practical applications in AV.

imho it is good but due to other reason cause the damage difference between of a damage modded minmando and any other suit with 3 damage mods is minor. if you slap on a swarm on an assault you are stuck with a sidearm for self defense, with the minmando you are not...

No, anyways you can get assist points from an AR and an AR is not an AV weapon.
