Is the increase in Sprint speed and Cardiacs really noticeable even after only getting level 1, REALLY NOTICEABLE?

No no, I'm not on about Kincats or Cardregs, but the actual 1% increase per level for the Dropout Biotics skill

I can tell a huge difference. Pretty much like having a free basic kincat added to every suit you make, first thing after shield and armor upgrades I would recommend people getting actually.
