The ones with slots for PC are terrestrial worlds. The ones without are things like volcanic, ice worlds, plasma atmosphere, gas giants, etc.
We don't have environmental effects so they aren't open.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

Only the ones in low sec are the PC ones. The others in high sec are for pubs, in molden heath anyway.

Ccp doesn't like anything whited out so theu made it black, that or because that place has ice, ah well, just the ice-ing on the cake...
I guess that's just because of limitations, so we only have the FROSTING on the eve cake.
