Easy Answer: its idiotic for REs to do twice the damage as tank mines with a huge damage radius, its even worse that you can frisbee them....they should be a focused charge/require a lengthy animation where you place the charge and do less than half the damage they do now.
they should have high efficacy vs tanks, installations and other vehicles. |

The proxy mines I think we can all agree are underpowered, certainly not a standard to balance other gear by at all, and five meters at all levels isn't what I would call 'huge'. (Actually while they are meters on paper as well in game the range on any explosive doesn't play as meters, more as feet)
The throw animation was added (I think, correct me if I'm wrong.) To counter the reduction of it's splash radius after chrome, and to utilize the new sticking mechanic, which helps greatly against tanks.
The removal of the throw mechanic not only hurts anti infantry but also anti vehicle properties, the placement animation being 'lengthy' would also harm both uses, and with current damage output being very high would make placing just one (also you need more than one to blow up even a lav) impossible within a combat zone.
Having the damage reduced by half is also detrimental to any alpha damage gear in general, it would be like requiring headshots with nova knives to get the damage multiplier from the charge, as sticking the REs would no longer be possible on any decent tanker. Regardless of a higher damage bonus, which I don't think tankers would like anyway, they already have enough gear targeting them I think.
The RE is similar to the forge gun or plasma canon in it's role, anti material not really for one or the other just made to destroy anything it lands a blow on, it's description actually states it's for both as well I believe.
