District Resources: Rewarding planetary conquest
Goal: To provide a powerful incentive to hold land and drive conflict over land without having to directly inject ISK into the Dust economy.
Secondary goal: Create a resource that doesn't directly increase the power of land holders, but has flexibility to be of value to a wide spectrum of players to increase demand and raise the end reward for planetary conquest players.
One of the key problems in District warfare is that your tools of war, clones, are also your source of ISK. These rewards are currently through biomass from destroyed clones and previously clone sales directly to NPCs. The lack of separation combined with the mechanics of district warfare led to rampant use of processes to maximize profits while minimizing conflict. District locking via friendly attacks, alt Corp farming, and many more were symptoms partially because of this issue.
With the upcoming introduction of personally owned warbarges and later Warbarge Flotilla there is an opportunity to introduce a dust resource that will drive this new game play.
District Goo:
Districts provide a unique resource that powers the engines of creation and destruction in Dust 514: the personal Warbarges and the Corporate Flotilla. These ships have modules that grant powerful abilities, but some must be powered by resources from the districts or use resources to speed usage cycles.
The amount of resources available can be potentially varied from district to district to create geography and/or modified by district infrastructure.
Active resource generation
In order to avoid the pitfalls of passive resource generation active effort must be required to generate resources and scale with rewards. Eg. generating 2X resources takes twice as much effort as generating just 1X resources.

ISK Transferance, not ISK Creation
In order to limit some forms of exploitation, district resources would not be sellable to NPCs such as Jara. District resources would be used by those that extract the resources or traded to players that demand them. Ideally a simple market for district resources could be created to ease this trade. Clones would cease to have value to NPCs but could be potentially traded among districts and flotilla. Last, using proposals similar to SirManBoy's ( https://forums.dust514.com/default.aspx?g=posts&t=183964&find=unread ) salvage in planetary conquest and the ease of converting it into ISK should be expanded. The new system of resources, clones, and salvage should then allow Planetary Conquest of an active and cyclical player economy.
