The same bug that causes all missiles and railguns to hit way off target while making any movements whatsoever happens with the blaster. The main reason why you would use the blaster is because you'd think it would shoot people while moving with such a high rate of fire.
The driver could be driving completely straight towards the enemy and you won't get any hits unless he stops and even if you try compensating for lag and speed you're still only going to barely scratch anything you're trying to fight.
If you could visually see what's going on with small turret accuracy in a moving vehicle, while online, it might look like someone playing with a laser pointer for their cat. Fixing that would be far better than any dmg or dispersion buffs to the small blaster. It might even fix infantry hit detection where you can see things like rounds entering from the side of the screen instead of from your gun.
It's just annoying that that this has been the case for small turrets since the game was released and there were never any attempts to fix it. You could also fix being able to kill yourself with a missile turret. |

I've noticed this, it's why I always try stop my battle-bus when I see targets in range for my gunners (you know, unless my hardeners are down and I'm under AV fire...Sorry Blueberries, wasn't trying to mess up your shots)...The Small Balster could use a tighter dispersion as well (Same max, tighter base) and some more optimal
Khanid Logi and Tanker, sometimes AV Heavy or Sniper.
I believe all these roles are support for front line soldiers.

Do we know exactly WHY missiles and blaster shots go way off course when moving?

It's something ccp needs to debug. Like I said, if they added a non static crosshair for debugging to see where a small turret wants to shoot they could see where the problem is. |

This is so very true.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.
