I don't know the first thing about scout fittings but I just want to know if anyone has a ADV Caldari Scout fit that can be used to do the (real) scout thing of running around without being detected and hacking Installations and overall just sabotage.

I'm getting that vibe but I'm into the whole racial thing with my suits so for better or worse I'm running Caldari suits. And I'm a cheap ass so I won't use Proto Weapons/Armor but mods are fairly cheap.

There's an excellent website available to you to do theory-crafting of fittings : www.protofits.com
The website allows you to enter all of your actual in-game skill levels and will give you an idea of what PG/CPU is available to you and what modules you can fit.
People can spitball all sorts of fittings at you, but without knowing where your skill levels are that's little better than mental ************.
Having said that, the C/1 scout has 3 high slots and 2 low slots.
If you want to be undetected by most, you need to run at least 1 complex dampener in a low slot. Two would be better, but that fills both low slots. You might want more armour than the suit default (use 1 ferroscale plate - whichever level fits; no speed penalty), or you might want to run a kinetic catalyzer (whichever level fits) for more speed, or a cardiac regulator for more stamina.
Range amp is a low slot module too; using one of these increases your suit's passive scan range (you can see enemies on your tac-net out a bit further than without it).
In the high slots, you can use precision enhancers to improve your suit's passive scan precision (you can see enemies in lower dB suits with additional precision enhancers). You might want to use a shield extender or two to increase your suit's eHP beyond the basic default.
The PG/CPU used by the modules you select for the highs and lows will influence whether or not you will be able to fit a cloak module in one of the two equipment slots or not.
Codebreakers are also low slot modules, if you were thinking that you wanted to try those to increase hacking speed.
Of course, none of this addresses weapons, damage modifiers or what equipment (drop uplinks, remote explosives) you would want to carry in the other equipment slot.
To fit an advanced level suit well, you should have all of your core skills (dropsuit upgrades) to level 5.

To OP. If you'll spec farther you'll only need one damp to get under 21db scans. And since amarr scout is now bad for scanning at range, you should use 2 damps only when you're in town etc, and you know that someone scans you.
Fit yourself with SG, Rifles whatever you want. Use cloak, fit links/ammo/injector etc.
For 2nd low slot use sth from biotics [cardiac for stamina or kincat for speed] or ferroscale/reactive plate.
For high slots use 3x shield extenders or 2x shield extenders + 1 precision [to scan people with 1 damp and almost everything at close range of scans = almost 10m with maxed skills ]. It's actually more usable than you think.
And lastly, you can fit Cal scout as a scout or lite assault. But that 2nd option is usable only at proto lvl [when you have enough pg/cpu to achive 450shields, damp, extra armor, proto guns and eq ]. But for now, check protofits.com and try these fits.
