No. My only explanation for why you would say something that ******** is you're stuck in the past, ignoring the current state of things. There is no incentive to hold districts, the community is so deprived of PC active corps that corps without a full 16 are capable of competing. What's there to deserve? The ability to participate in PC? An upside-down trapazoid with your corp name and a bunch of numbers on it? There's a reason why some of the PC community helped R* gain land, because holding districts isn't much of a prize, but ringing for a winning team is.
