 To start off I'm on my phone so don't expect great structure that you'd usually get from someone on a computer, but I'll try.
 
 Basic Frame
 Undeniably the most pointless thing in the game next to CPU/PG mods for infantry. I propose the bonuses for these suits to be tied to both specialized suits of these frames.
 
 Heads up I'm only going to use the Amarr for example.
 
 Medium Fame
 Looking at both of the specialist suits they both have bonuses to CPU/PG upgrades of either equipment or weapons, so I propose the basic bonus for medium frames be 5% to CPU/PG.
 
 Racial Bonus
 Both specialist suits receive this bonus.
 For the Amarr Medium it should be 5% reduction to heat build up. I know some of you are like "Aww Hell Nooo" sooo just wait.
 
 Class Bonus
 Assault-2% bonus to SUPPORTIVE armor base modules. That means repair mods and resistance mods if they were a thing.
 Or the Amarr assault could get a 2% bonus to Armor HP modules since resistance mods aren't a thing.
 
 Logistics-10% reduction to drop uplink spawn time and +2 to max spawn count.

 What about this:
 
 Basic medium skill: Give a small bonus to fitting light weapons and equipment
 Assault skill: Tweak the fitting bonus for light weapons to be smaller
 Logistics skill: Tweak the fitting bonus to fitting equipment to be smaller
 Medium frames and their specializations would probably need some PG/CPU tweaks to make this work right. Alternatively, a nonracial bonus could just not exist like it does now.
 
 Racial basic skill for all frame sizes: Give a bonus to racially relevant base stats like hacking speed, stamina, speed, shields. and amor.
 
 I would also nerf all of the all the frame suits, and bring those stats back up even higher with from the racial bonus:
 Amarr Frames: Nerf Max Stamina & Recovery by 10%.
 Amarr Basic Frame skills: Increase Max Stamina & Recovery by 3% per level.
 
 Gallente Frames: Nerf base armor repair by 10%
 Gallente Basic Frame skills: Increase base armor repair by 4%
 
 Minmatar Frames: Nerf Hacking, movement, & sprinting speed by by 5%.
 Minmatar Basic skills: Increase Hacking, Movement, & Sprinting speed 1.66% per level.
 
 Caldari Frames: Nerf shield recharge rates by 10%
 Caldari Basic Frame skills: Increase shield recharge rates by 4% per level

 Why does everyone want tier 1 suits to be as good as tier 2?
 
 Why does no one ever read the description about basics that says 'they have no specialization'?
 
 Why does no one realize that basics are intended to be garbage to force you into a specialist suit?
 
 Why does no one realize that the only change given the suits actual purpose (as a stepping stone) that can be had is a price reduction?
 
 Why does no one realize that basics were designed to be temporary,not permanent,battle suits?
 
 Why does no one realize that basics are strarter fittings for a reason?
 
 Why does no one realize that basics were designed to be like paper cups,with only limited use?

 Because some people understand existing New Eden mechanics and want Frame suits to perform like proper T1 assets.

  Always keep in mind when stating your case at the beginning of threads like this, that unless you are one of the Devs, you can't simply say your point of view is "Everyone agrees" correct, or a condition is "We All know" screwed up, or a component "undeniably" useless. 
 I don't play EVE-Online, but what minuscule learning I have gained about that game tells me several of the "tools" players use in that game (such as "ratting" or "rats") were never thought up by the designers, but by the players who took lesser or general-purpose game pieces and, err, "bastardized" them for very eyebrow-raising purposes.
 
 I am an example of this in Dust 514.
 I decided on a "role" for my character (I prefer to say she has a "career" or profession, rather than a role). Immediately afterward, I decided a bonused frame would give me design-biases I couldn't use advantageously, and wouldn't give me enough room for what I knew I'd need: Maximum Protection While I Leave or Await Rescue.
 No kidding, that is the function of my drop suit. That is its narrow but imperative requirement. No other suit does this for me except a Basic frame. It took a year to Skill-unlock all the modules I targeted for the suit, but the time finally came to load the slots, it fit-out perfect.
 
 I have a second suit that is heavily bonused toward Dampening and Speed (the idea being "if I can't get Maximum Protection, then help me Escape"), but even the skill-boosted prototype version of this second suit is not as ultimately survivable as my honey Basic.
 
 
  A bonus-biased frame is a great idea, and makes perfect sense in the New Eden corporation obsession to tweak a better war-weapon. Players who are sure they have become good at "the math" of this game, and clearly know how they want to kill the enemy, should not waste their time on Basic suit skilling. 
 
  A Basic frame is just as great an idea, fits CCP's banner slogan "Build your Own War", but shouldn't be chosen by folks who want to be a comfortable "role" specialist. Players with unique but very specific ambitions are the ones who should be studying the wide-capacity of this suit type. That type of player could sink a lot of SP into a bonused-frame before it proves itself "not big enough to fit". 
 I want to think (just THINK, no real proof on my side) that CCP deliberately designed a significant handful of the tools/components/etc as general-purpose or flat-use items specifically for players to "bastardize" if they enjoy the fun of being customizers and combat-clever---
 ---and then made biased, bonus-based items for players who want to enlarge a classic combat role, and believe they can efficiently put those bonuses to use (GǪwell, let's be honest, many players who reach for bonuses DON'T prove to be very savvy at utilizing their potential in combat anyway).
 
 If CCP did this deliberately, kudos to CCP from me.
