Guys. I think we all know why I have assembled you here today. It's on the topic of the new Minmatar Mass Driver, the X-5 (right?) Snowball Launcher.
It's just the same effect as a regular Mass Driver, but with re-colored smoke and "flame" effect (the light it gives off in flight). It even makes a friggin' explosion.
First point: CCP, let's have a REAL snowball, ok? I suggest spending exactly 47% of your resources on this. I demand an actual Snowball launch from the weapon, and instead of an explosion, it releases confetti. I'm sure people in the Suggestions section will have more to say about this.
Second: It's OP. I know this might sound like a shock. "A Mass Driver? Being OP?" I'm serious. I only used it for a few matches, and on my G-Assault, no one could kill me. I went 11/0 in the end. Let me give you an example of how overly-effective it is at eliminating targets (particularly Amarr and Gallente):
Be roaming around Objective A.
See it's starting to be hacked. Whatever, I'll head down.
Switch weapons.
Drop down into Alpha, and move over to the console.
Being hacked by some Minmatar loser.
Fire off 4 shots.

Look over, and oh no there's an A-Heavy at point blank range with a HMG.
Fire off the rest of the clip, a total of 2 shots.
He takes no damage and keeps moving forward.
Turns out he's a friendly.
Oh.
Sees Caldari loser ~15m behind the heavy.
Quickly reload and shoot my clip at him.

As you can see, the X-5 Snowball Launcher is clearly OP. This was in the span of about a minute total, as well. Think about that. It took you longer to read the story than it did for it to actually happen.
The splash radius is just outrageous on the machine as well. 6.5m?! CCP, that's just insane that you'll do such a thing. 6.5m is just too large for any weapon with that much damage. My suggestion: Nerf the damage by about 53.0 (so it's on par with other Proto Mass Drivers.), nerf the range by 1.5m so it's not too powerful at longer ranges. The clip size is good, but the reload speed should be increased by a second or two.
TL;DR, If you need this, you're a scrub, GTFO. But just in case: Snowball Launcher is OP and can kill anything almost instantly. It's splash radius is insane, the damage is unbelievable, and the reload speed is near-instant. Fix it, CCP.
