Personally I'd rather see swarms high alpha, have to hold lock from launch to impact, swarms make a direct path to the vehicle, not following the vehicle's path. But that's a discussion for another thread.
I can agree with the above, except for one thing.
If I need to maintain a lock from launch to impact, those missiles better turn into the magical "nevermiss" missiles that I hear tankers go on about. Deftly avoiding everything on the field until they hit the vehicle or I lose my lock on.
I run with nothing less than PRO Swarms when I field them (almost every match I get into with >1 vehicle) and I have yet to see these magical nevermiss missiles.
Amarr/Minmatar vehicles are OP (especially Minmatar speed tanks)

I wouldn't mind having to maintain the lock as long as we get dumbfire back. With the addition of an arming timer of course.

To be honest, I would prefer they tie lock on to L1 and firing to R1. I can imagine some situations where I'd rather just dump dumbfire swarms as fast as possible into a tank in order to kill it before it can escape. But I also see situations where I want them to lock on to a ADS that's bobbing and weaving everywhere. Dumbfired means less time between swarms, but no homing. Lock on means longer time between swarms, but homing.
Although there needs to be an indicator to vehicles that damage is incoming.

I won't agree to anything in the OP but pilots only know about the swarms that kill them, not the dozens that don't or the many times the swarmer dies before getting the next swarm off.
Because, that's why.

I think you'll find that's just a lie.
As a pilot. I have little to no chance against a swarmer unless he's in the open and I see him and fire first.
They can quickly fire three volleys, and to my proto Python that reduces me from 2555 shield 960 armor to only 150 armor...
That means every time I engage, I need to have my shield hardener on, which leads people to inaccurately claim that shield ads is impervious to swarms.
The pilots you see out there are either vets with hundreds of hours of flight times and losses, whereas most swarms just use swarms as easy lock on fire weapons with no use of tactics.
When I use swarms I always take my targets speed, direction, field of view, and a thousand other factors into account. People just expect to lock on, fire and kill a pilot easy as pie.
