So far the only way to get them was NOT TO PLAY dust.

November 2013 in all the wisdom was decided that in order to lure passivated players back to game is to give them something unique.
The action:
For any account that hasn't logged in for 60 days were to be rewarded with Quafe ASSAULT ck.0 suits.
The problem & end result:
That was the way to get them and the ONLY way to get them! 
Anyone that was loyal and kept on playing no matter how much had zero chance of getting them.
There wouldn't have been a problem if the reward would've been something that had been given at least somewhere.
But nooooo the end result was to reward in an unique way for NOT playing. Talk about loyalty...

I don't know what any of your complaints have to do with today's reward.
Anyways, you can always sell them to fund your vehicles. Or you can hold on to them and hope to maximize your profit next year when simple trading is implemented.
