Nothing is more frustrating than fighting really hard, losing a lot of expensive gear, and winning a match only then to discover that you have actually lost more ISK than you gained.
From my perspective this is one of the reasons why so many matches become really one-sided really fast, because people realize that fighting harder isn't worth it in the end.
So, my proposal to fix that would be to give the winning team a reimbursement for the gear they have lost.
Now, since I think we should still keep the risk-vs-reward mentality I think the reimbursement should not be 100% of lost gear, but a precentage that has to be discussed. (I was thinking maybe ~50% of what you have lost in ISK.) That way you still have to manage your deaths as too many deaths will still result in a loss in ISK. This change would reward people for actually trying to win a match, instead of forcing them to retreat after 5 minutes if they are losing and don't want to waste ISK.

Interesting idea.
Can't say it's horrible.
Will say that BPOs should never get reimbursed. Only paid modules.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

But yeah, it's pretty frustrating. Especially when the guy that gave up 30 seconds in/just AFK'd gets 95% of your payout.

This should be technically possible since (correct me if I am wrong) spent gear is not "permanently" deducted from your account until after the battle. Evidence that you lose nothing if you are in battle when server downtime hits. So the data about what was spent must be in some temporary storage and could be summed.
This would encourage more proto gear usage by mid-timers who are not independently wealthy (yet). Particularly if they were squadded up and coordinating efforts and had reason to believe the other side was not. Inversely, if you were playing a solo match and depending on a bunch of randoms in a battle, you would want to economize while focusing on your personal stats.
If this happens, perhaps the Market resale value might be a good starting point. Much lower than 50%, but it provides a rationale for a number.
FPS = First Person Support. Kills win battles but it's kinda hard to kill if you're dead and out of ammo.
