Too slow, weapons suck, not enough damage.
Though I am using an AR so the damage mod is somewhat unnecessary...

NO. drop and damage mod, use 2 Energizers. Use 3 (or two and a Kincats I prefer 3 regs) regs, you don't need to dampen as you'll already slipping under a good chunk of scans. Bolt pistol? Really? Try a SMG

Personally I like to have a Caldari suit that doesn't care too much for regen rate but more for recharge delay.
As much shields as you can is my motto for the Caldari, but of course one recharger won't hurt.
I may be a Gallente but damn if I don't like playing my Caldari alt from time to time.
CCP holds the Caldari's hand so this doesn't happen again.

Na, it looks good on paper but it can get shredded in battle. By the looks of it your going for a CQC brawler, I would use a Gallente suit with two damaged mods, 1 kin cat 2-3 rep mods and 1-2 ferro or reactives.
