Just remove falling damage from the game completely, and get rid of the inertia dampeners. Yeah its a cool idea but it hinders gameplay so much.
Dont feel the need to contrain yourselves to the mechanic of falling damage even existing, this game would be much better without it. I'm sure you could come up with some reason for it, a new breakthrough in inertia dampener tech making them work all the time and without the field effect or whatever. |

It would take all the fun out of playing chicken with the ground if there was no fall damage!

No, I'm just creating a fictional based narrative inside this fictional based game in its fictional based universe. If a piece of body armor is able to use enough raw power to create an energy shield around the suit, and has enough power to create inertia dampeners, then there doesnt need to be any time when it doesnt use them, preventing all fall damage anyways, or at least it should.
In addition, I do not think inertia dampeners should be a seperate animation, nor should there be a recovery animation when you land. Not only does this keep you from firing your weapons when you are falling, but delays your action when you land.
So instead of improving inertia dampener system they have in the game, the simplist way to represent this is removing fall damage from the game. |

So in other words, you want to keep firing your weapon no matter the action?
Nah.

But it's cool to shoot someone, and see them jump to their death just to get away from you.
Set your goals high, and shoot for the moon; even if you miss you'll land amongst the stars.
