For Forge gunning with my skills, this is what I use:
Proto Sent: Kali Proto Assault Forge Adv Magsec 2x Proto Damage Mods 2x Proto Plates 1x Prot Repair Some flux grenade, I use a basic or an Adv, I don't remember and I don't particularly think it matters tbh, it's for nailing shield heavies.
Anyone who can't solo an HAV with that in a proper "surprise" location is a filthy liar or a terribly bad player, even if it's one of those mythical garbage fit tripple rep maddies.
As for basic combat with HMGs, just again fit all of your high slots with Complex Damage Mods, and with a max prof HMG you'll deck even an Amarrian heavy (I would know).
2x proto d-mods, a boundless HMG and an Adv Bolt Pistol will give you... Well... This is what you should be able to do, or likely better:

The whole point of the Gal Sent over the Amarrian Sent is the extra high slot, so always stack D-mods and don't bother with shields, IT"S ALL ABOUT THE DEEEEEEEEEEEEEEPS!

Then my advice to you is to never, ever, use the proto sent suits until you have the skills to fill it with mostly proto gear, otherwise it will be a colossal waste of money and make you into a walking pinata.
Use a basic level Sent suit, though it's a very good thing that you maxed the skills as those will help you 100% for survivability. Later on you can move to Adv and Proto.
Use Flux grenades, not Locus, you need to soften up enemy HMG users with them and locus are just garbage against other Sents, Flux grenades also make some players panic and it's funny.
Throw in a militia heavy damage mod until you can get the real thing, HMG, some kind of bolt pistol (It is the perfect complement as it is long ranged, so you can save the HMG for close), a plate and a rep for your lows, or two reps if you can only use militia reps. Anything less then 10 rep on a Sent is pretty suicidal.
You want everything basic as fast as you can, then focus on getting that avd gear, THEN after that get a proto HMG and proto armor plates and proto armor reppers ASAP, focus on the plates and reppers first.
You need to get your core skills up, actually the very first thing you need is 4 ranks in Shield and Armor upgrades, minimum, getting that armor upgrade skill to five needs to be a goal later on too, you need that armor. Electronics to level 3 and engineering to level 4 also need to in your sights as you fit harder stuff. Obviously everything I listed needs to be five one day, but don't worry about that right away.
As for the HMG skills, anything past 3 Prof is gravy, four is nice, 5 is impractical unless you absolutely love it (As I do). Optimization is not needed unless you have a near-maxed Sent like I do and you need to squeeze every last drop out of it, so forget about that for now. As for more ammo, don't bother with that skill until you become good enough to actually run out of ammo (I have two ranks), as for the reload skill, once you get all ADV gear in everything you may want to invest 2-4 ranks in that skill, start with two, it will literally save your life.

Which fit? All of mine rep over 10, counting innate repping and the 25% skill bonus. I admit though that it is a bit low even then, and a second repper and one less plate is ideal for heavy extended combat.
EDIT: or are you talking about the fit I made for basic? I can see stacking nothing but reps for that.
