The plasma cannon is getting better every hotfix but with the new TANKS coming back, they will be very crappy.
I propose one AND ONLY ONE thing.

You gotta make this thing almost OP
My allotek does a total of about 1,250ish damage. That's somewhat ok- for a standard PLASMA CANNON- it should be a SHIELD WRECKER.
I want 1400-1500 for allotek
AND NO IM NOT CRAZY. (Ok maybe a little)
One thing that's really annoying to make people is fighting of a tank or any vehicle in General and having a heavy chew you or a scout Insta pop you. ITS ANNOYING.
I propose to make the pilot suit the only suit you can use vehicles with.
Take logi stats, remove all but on equipment slot, remove light and only give it a sidearm, and give it 2,3,4 slots per level. Make them really cheap to do that anyone can use them. Make a milita variant as well giw new players. Give bonuses for them to. Here are my examples.
Amarr-5% more hp to vehicles Caldari-5% more damage for vehicles Gallente-5% more hp regen to vehicles Minmatar-5% more speed AND turret turning speed
5% at standard and milita, 10% at adv, 12% at proto
The equipment slot would mostly be used for rep tool

As an advocate and lover of my PLC...no. It hurts shields just fine, the only issue it would has in any way is application of damage.
These 'new' hulls will have their own downsides: - Enforcers will be faster but weaker, meaning you need less shots to kill one - Marauders will be slower, meaning you will be much more able to land your shots and chase them down, counteracting the increased toughness.
Stop thinking in pure EHP terms.

... but I am starting to warm to the proposal that weapons get unloaded back into your ammo reserves when you enter a vehicle.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Yeah, reloading upon exit for Light/Heavy weapons would solve a lot of the murder taxi issues. You can still use it for transport, you'd just have to much more cautious about where and when you exit.

I think it's a ridiculous idea that you have to be a pilot to pilot a vehicle. I shouldn't have to switch to a pilot suit just to get into an LAV to drive from point A to B, then switch back out. It doesn't take specialized equipment to drive a car...If what you're trying to prevent is Heavies popping out of LAVs, then focus on the popping part by increasing time it takes to climb in and out of a vehicle, not restricting vehicles as a whole.
As for pilot suits...I've seen a lot of suggestions, most of them are overly simplistic and/or break existing mechanics. I suggest you take a look at the current version of the community document I've been compiling.
