No, it does not justify it. It's the easiest and most effective sidearm right now, it kills so fast it's actually funny.
You have to be completely committed to firing it. It is in no way as easy or effective as the breach scrambler pistol - which also has a higher magazine size.

^you didn't actually read what I said, as I made no comments about balance other than stating that the breach scrambler pistol does it easier and better than bolt pistol. I said you had to be committed to firing - as in the combination of charge time and the actual mechanics of how twitchy people are leave you in a state where you don't 'spray and pray' but are instead aimed down sights for its entire magazine.
Unlike say a breach ScP where you can just pop out and fire off a few shots.
That said I'm pretty sure you missed the op fotm bolt pistol which would have really made you cry.
But hey, whine harder.

I made no comments about the level of skill the bolt takes. But let's debunk a few things
-you can take your finger off the trigger during charge.
Why yes, you can do this but it also means you're not shooting at whoever you're aiming at, so it essentially amounts to 'you can stop shooting at things with every gun in the game!'. This really isn't a useful point of 'information', and if you do cancel the charge up part way through you have to re-spool, which means you've gone anywhere from .45s to .9s without firing a round.
-low RoF makes it easy to line up shots
Maybe, but not on anything that's actually aware of you and isn't a militia fit. Putting more bullets down field faster generally results in more hits on target.
-hipfire kills so ez
Are you by chance shooting militia frames? Because the bolt pistol seldom does more than finish anything that might actually be a threat.

Where? Please quote the exact sentence where I said "the bolt pistol is only for the omega super highly skilled master race!". Note that saying something else takes 'less skill' (due to it being more reliable) doesn't mean that I have said the bolt pistol takes a lot of skill.
-pocket sniper used to be worse.
I'm not sure of the contextual value you've placed on the word 'worse', so I have to say that there have been times where it was much less powerful and times where it was scouts with bolt pistols everywhere.

But hey, whine harder. Try the Ion Pistol and come back after you've learned real problems.
If that's directed at me I actually quite like the ion pistol in its current state, it could use a few changes (more range, no shaking when charged and ads) but otherwise it's in a pretty happy place and it has a decent bit of depth as a weapon.
